ETIAS: EU Allows Entry Without Travel Authorization During Transition, But Stricter Rules Ahead

The European Union has confirmed that travelers will not be denied entry in the first six months following the launch of the European Travel Information and Authorization System (ETIAS). However, once this transition period ends, strict enforcement will begin, meaning travelers without ETIAS will not be allowed to enter the EU.

How Will the Transition Period Work?


The EU Directorate-General for Migration and Home Affairs has announced a six-month transition period after ETIAS is introduced. During this time, travelers must apply for ETIAS, but they will still be allowed entry without it, as long as they meet all other entry requirements.

“After ETIAS is launched, there will be a transition period of at least six months. During this time, travelers must apply for a travel authorization, but those without it will not be denied entry if they meet all remaining conditions,” the directorate clarified.

Once this transition period ends, a grace period will begin, during which ETIAS will become mandatory for most travelers.

What Happens in the Grace Period?


During the grace period, travelers must obtain an ETIAS travel authorization before entering the EU. The only exception applies to first-time visitors during this phase – they will be allowed entry without ETIAS, provided they meet all other entry conditions.

“All other travelers will be denied entry if they do not have an ETIAS travel authorization. The grace period will last at least six months,” the EU Directorate-General stated.

When Will ETIAS Become Mandatory?


Due to ongoing delays in launching the Entry/Exit System (EES), ETIAS is unlikely to be required until late 2025 or even 2026.

“ETIAS will launch several months after the implementation of the EES,” EU authorities confirmed.

Once operational, ETIAS will be required for all visa-exempt foreign nationals entering the EU. Applications will be available via the official ETIAS website or mobile app, costing €7 per authorization, which will be valid for three years.

Beware of Scams!
The EU warns travelers against fraudulent websites offering ETIAS-related services for a fee. The only official source for applications will be the ETIAS website and mobile app.

While the EU is allowing a temporary adjustment period, ETIAS will soon be mandatory. By late 2025, strict border enforcement will take effect, potentially causing delays at EU entry points and straining relations with visa-free countries. Travelers should prepare in advance to avoid being caught off guard once the system is fully enforced.
