Portugal to Restrict Job-Seeking Visas to Highly Skilled Migrants Only

Portugal plans to limit job-seeking visas to highly qualified foreign nationals, tightening language rules and family reunification policies under a new immigration control strategy.
The Portuguese government has unveiled a plan to issue job-seeking visas exclusively to highly qualified migrants. The measure, part of the newly presented programme, aims to keep migration flows under control while boosting the country's economic competitiveness.
According to Público, the decision will help Portugal attract and retain top foreign professionals — including Portuguese emigrants and individuals of Portuguese descent — while reducing inflows of low-skilled workers.
“It is necessary to implement mechanisms that promote and privilege the attraction of highly qualified talent,” the programme states.
Between 2017 and 2024, Portugal’s foreign resident population surged from 421,000 to 1.6 million, with Brazilian nationals forming the largest group of newcomers.
Stricter Language Requirements and Family Reunification Rules
The government also plans to introduce mandatory Portuguese language proficiency as a condition for renewing certain residence permits. The objective is to improve integration and ensure respect for constitutional values.
Changes to family reunification policies will require proof of income, language skills, and a clean criminal record. A new fast-track deportation process is also in the pipeline for irregular migrants.
Impact on Economy and Brazilian Migrants
While acknowledging the role of migrants in the economy, the government insists on proportional regulations. The proposed restrictions are likely to affect Brazilian nationals the most, given their significant share among foreign residents.
Experts warn that limiting low-skilled job seekers could affect industries facing labour shortages, including agriculture, construction, and tourism.
