Cyprus Has Issued Over 28,000 Golden Visas Since 2014


Since the launch of its golden visa program in 2014, Cyprus has granted 28,660 residence permits to international investors. Finance Minister Makis Keravnos revealed that citizens of China, Russia, and Lebanon are the top beneficiaries.

Investment Conditions


Applicants must invest a minimum of €300,000 in real estate, funds, or shares and prove annual post-tax income of at least €50,000. The program only applies to new properties, avoiding conflict with local resale buyers.

Migration Statistics


From 2014 to 2025, Cyprus issued 61,128 residence permits to non-EU nationals. Nearly half were investment-based.

Upgraded Start-up Visa


In 2025, the government introduced reforms to attract more tech entrepreneurs. The startup visa now grants a three-year residency, with a two-year renewal option. Deputy Minister for Innovation Nicodemos Damianou emphasized that this move will strengthen Cyprus’ innovation and entrepreneurial ecosystem.
