Eagle Hills’ Grand Projects in Tbilisi and Gonio to Begin in a Year

One of the largest developers from the UAE, Eagle Hills, is set to invest over $5.5 billion in Georgia to support urban development and innovation, as well as to create high-quality real estate projects, reports Forbes.

The Abu Dhabi-based Eagle Hills has signed a Memorandum of Understanding (MoU) with the Government of Georgia. Under this agreement, both parties will collaborate on two major projects: one in Tbilisi, the country’s capital, and another in Gonio, a prestigious resort area near Batumi.

Eagle Hills operates across the Gulf, Europe, and Africa, expanding rapidly in Europe. Mohamed Alabbar, Chairman of Eagle Hills and founder of the publicly listed Emaar Properties PJSC—the company behind the world’s tallest tower in Dubai—has led real estate developments in over 15 countries over the past 35 years.

Ranked #1 on Forbes Middle East’s Most Influential Real Estate Leaders List in 2024, Alabbar praised Georgia as a country with "huge potential and opportunities." He described Tbilisi as captivating with its people, nature, architecture, and lifestyle, and was also impressed by the local cuisine. Visiting Batumi, he was “amazed by the city’s energy and beauty.” He further emphasized Georgia’s economic stability and development, predicting that Eagle Hills' significant investments will attract other investors, just as it has in other countries.

Eagle Hills’ Projects in Georgia
Krtsanisi Park, Tbilisi
A waterfront development spanning 590 hectares, with 170 hectares dedicated to parks and greenery. The project will feature residential areas, retail spaces, and a premium spa center on the banks of the Kura River.



Gonio Marina Complex
Planned along the Black Sea coast, covering 260 hectares, this project will include residential buildings, luxury hotels, shopping malls, parks, and a yacht marina.



According to Economy Middle East, construction in Tbilisi and Gonio is expected to commence in approximately a year.

Earlier, Georgian Prime Minister Irakli Kobakhidze emphasized that these partnerships will accelerate economic growth, create new jobs, and attract further investors. UAE President Sheikh Mohammed bin Zayed Al Nahyan extended his best wishes for Georgia’s progress and prosperity.

Historic Investment for Georgia


Kakha Kaladze, General Secretary of the ruling Georgian Dream party, stated that the investment scale is unprecedented in Georgia’s independent history.
“These investments in Tbilisi and Adjara are crucial for economic development and the creation of high-paying jobs. Georgian companies will participate in the projects,” he added.

Levan Davitashvili, Georgia’s Minister of Economy, stressed that this agreement solidifies Georgia’s status as an attractive investment destination. He also highlighted the strong and growing cooperation between Georgia and the UAE in political, economic, and tourism sectors.

Georgia’s Expanding Hospitality Sector


Georgia’s government plans to open over 300 hotels between 2024-2028, adding 18,778 new rooms to accommodate 37,101 guests. This includes 22 international hotel brands, with locations in Tbilisi, Batumi, Abastumani, Sighnaghi, Kobuleti, Tskaltubo, Ganmukhuri, Borjomi, Sioni, Gurjaani, Martvili, and Oni.

According to PMCG, 17 new hotels will open in 2025, with some of the largest projects including:
- Hilton Garden Inn Adjara
- Hilton Tbilisi
- Hotel Sololaki Hills
- Ambassador Batumi
- Paragraph Golf & Spa Resort Tabori Hill

The first properties of the Wyndham Grand Batumi Gonio complex are also expected to open in 2025. This 1,055-room resort will feature family residences, townhouses, and villas, becoming Georgia’s first 5-star all-inclusive hospitality project.

Wyndham Grand Batumi Gonio is located in an area that has already caught the attention of major UAE investors.

Georgia’s Hospitality Boom


The hospitality industry in Georgia is expanding rapidly.
? In 2012, there were fewer than 800 hotels.
? By 2024, this number has reached nearly 2,400, while available accommodation capacity has grown from 23,000 to 108,000 places.

These developments align with Georgia’s rising tourism sector and growing profitability in the hospitality industry. The government recognizes tourism as a key economic sector and plans even greater focus on its development.

The Eagle Hills projects, along with other major investments, are expected to significantly impact Georgia’s economic growth, job market, and international investment appeal. Improved infrastructure will further elevate Tbilisi and Batumi’s status as modern, attractive cities for business and quality living.
