New Georgian Residence Permit for IT Specialists: Categories and Requirements

At the end of August 2025, the Georgian government approved a resolution introducing a new type of residence permit. Starting September 1, IT specialists are eligible to apply for a permit that allows them to live and work in the country for at least three years.
Who Can Apply
According to Galt & Taggart, about 75% of the 30,000 employees in Georgia’s IT sector are still non-residents. At the same time, 84% of the 24,000 IT companies are linked to foreign capital, compared to only 16% in other sectors. Global IT companies have been seeking ways to relocate their staff to Georgia, but long-term residency had posed challenges. The new legislation simplifies the process.
Eligible categories include:
- Executives of international IT companies with branches in Georgia or their authorized representatives;
- IT labor migrants;
- Self-employed individuals registered as sole proprietors.
Initially, the main applicant receives the residence permit, and family members may apply six months later. Renewal is possible, but no earlier than 90 days before the current permit expires.
The portal Espero source highlights international classifications applicants must use when applying:
- ISCO-08 (code 25 and subcodes) — IT and communications professions;
- NACE Rev.2 codes, including:
58.21 – Publishing of computer games;
58.29 – Other software publishing;
62.01 – Software development;
62.02 – IT consulting;
62.03 – Computer facilities management;
62.09 – Other IT activities;
63.1, 63.12 – Data processing, hosting, and web portals.
Conditions and Requirements
The permit is issued for three years, extendable for the same period up to a total of 12 years. Holders must reside in Georgia for at least 183 days per year; exceptions apply in extraordinary cases, such as medical treatment abroad.
General requirements for individuals include:
- Proof of at least 2 years of IT work experience;
- Annual income of at least $25,000, documented by at least two payments over 30 days apart;
- Valid ID and photo.
Foreign-issued documents must be legalized or apostilled unless covered by international agreements. Some documents may be submitted electronically if authenticity can be verified via official registries. Applications are accepted from foreigners with a C visa or those with visa-free entry rights.
Additional requirements:
- Sole proprietors must provide a small business certificate from the tax office and proof of IT activity (ISCO/NACE codes).
- International IT executives must provide a document confirming their authority (appointment order, power of attorney).
State fees:
- Standard procedure (90 days): 500 GEL;
- Expedited procedure (60 days): 750 GEL.
