Eagle Hills has officially opened its office in Tbilisi. The presentation center showcases the company’s planned developments in Georgia and signals a long-term commitment to the local market, reports Zawya. The total investment volume for the two flagship schemes—Tbilisi Waterfront and Gonio Yachts & Marina—is estimated at $6.6 billion.

Investment and Economic Impact


The opening marks a major milestone in the partnership between Eagle Hills and the Government of Georgia. With international experience in large-scale, mixed-use urban development, the company views Georgia as a dynamic investment destination poised to become a new capital magnet in the Caucasus.

The projects reflect Georgia’s strategic development path, blending modern construction with sustainability and cultural context. According to Eagle Hills, the total investment will exceed
$6.5 billion
, while the cumulative economic contribution over the next decade will surpass $7 billion. The initiatives are expected to create over 30,000 jobs, attract more than $10 billion in foreign direct investment, and bring in about 370,000 visitors annually—including residents, tourists, and investors using the new leisure, service, and urban infrastructure.



Investor’s View


Mohamed Alabbar, founder and chairman of Eagle Hills, noted that Georgia is delivering some of the highest economic growth rates globally. In his words, the country is “moving at an exceptional speed and scale,” enabled by government efforts and initiatives that create a favorable investment climate. “You are achieving some of the highest numbers in the world—no one has such rapid economic growth. Many countries should learn from you: what tools you use and what decisions you implement at this pace. This is the result of the people’s tremendous work and a great achievement by the government team,” he said.

Alabbar stressed that both projects are grounded in sustainable development and environmental stewardship. He sees the Tbilisi presentation center as the beginning of a long-term partnership with Georgia. “Our goal is to make a real contribution to the country’s development: create jobs, stimulate investment flows, and showcase its potential to the world. Georgia deserves projects that fit its landscapes and benefit people and future generations,” he added.



Government Position


Georgia’s Prime Minister Irakli Kobakhidze described Eagle Hills’ investment of over $6 billion as a “declaration of the highest trust” in the country. Speaking at the office opening in Tbilisi, he emphasized that these are the largest investments in the history of independent Georgia, confirming the effectiveness of the state’s economic policy.

According to the Prime Minister, Eagle Hills’ projects open a “new, historic chapter” in Georgia’s development and demonstrate the country’s ability to attract leading international developers known for quality and innovation. He thanked Mohamed Alabbar and partners from the UAE, underscoring that such large-scale foreign participation is possible thanks to a stable, predictable business environment.

Kobakhidze added that government policy focuses on supporting strategic investments that create jobs, strengthen the economy, and raise the country’s international profile. “We are confident this partnership will transform the face of Tbilisi and Batumi, create new centers of attraction, and cement Georgia’s status as a regional leader and investment hub,” he said.



Projects and Development Concept


Tbilisi Waterfront will cover about 590 hectares along the capital’s riverfront, including 170 hectares of parks and green areas. Envisioned as a “city within a city,” it will combine residential and commercial spaces, hotels, boutiques, a wellness center, and leisure zones designed with energy efficiency and environmental balance in mind—advancing Tbilisi’s status as a modern, livable regional capital and a new benchmark for sustainable urban planning.

A project Gonio Yachts & Marina is planned in Batumi — a coastal cluster covering 260 hectares with a yacht marina, premium residences, hotels, and recreational areas. The development concept of Gonio combines luxury and environmental awareness; natural systems and bird migration routes along the Black Sea coast will be preserved. The area will turn into an international center for yachting tourism and high-class leisure.



The Gonio district is already becoming a site for international hotel brands. The Wyndham Grand Batumi Gonio hotel complexis
being built
here — one of the company’s largest projects in the region. It includes several premium hotels and residences united by a shared leisure infrastructure, spa centers, restaurants, and entertainment areas. The complex is designed for year-round operation and aims to strengthen Adjara’s position as an international center of high-end tourism.
