Latvia to Tighten Entry Rules for Third-Country Nationals Without Latvian Visa or Residence Permit

Starting September 2025, Latvia will introduce stricter entry rules for travelers from third countries who do not hold a Latvian-issued visa or residence permit.
According to Schengen News, these measures will primarily affect individuals who enter Latvia based on visas or residence permits issued by other EU or Schengen countries.
What Will Change?
Under the upcoming rules, travelers without a Latvian visa or residence permit will be required to:
Submit information 48 hours before arrival, including:
• Purpose of visit
• Route and destination
• Duration of stay
• Local contacts
Disclose whether any close relatives have held roles such as:
• Elected officials
• Current or former public sector employees
• Members of armed forces, border guards, customs, or state security services
Who Will Be Affected?
These changes will apply to third-country nationals entering Latvia who:
Hold Schengen visas from other countries
Have a residence permit issued elsewhere in the EU
Travel for tourism, business, or private reasons
Who Is Exempt?
According to Aprinkis.lv, the following groups will be exempt:
Individuals with diplomatic immunity
Short-term visitors on official government business, with supporting documentation
Also, the impact of the measure will be reviewed annually to assess effectiveness.
Additional Update: Residence Permit Validity
Latvian authorities also plan to reduce the validity of temporary permits.
Under the new legislation, such permits will be valid for no longer than two months.
