Portugal Resumes Golden Visa Processing in 2025 Amid Backlog of 50,000 Applicants

Portugal’s Agency for Integration, Migration and Asylum (AIMA) has resumed the processing of Golden Visa applications in early 2025. While the backlog of 50,000 investors and their families remains large, the resumption marks a positive shift after months of uncertainty, according to Público.

Real Estate Route Abolished, Investors Shift to Other Options


Portugal ended its real estate route in 2023 to curb housing inflation. Since then, demand has increased for other available paths. According to government statistics, €12 million was invested in the cultural heritage option in 2024 — a 165% increase from 2023 (€4.5 million).

Currently available investment options include:
- €500,000 in investment funds

- €1.5 million in capital transfer

- €500,000 for science or research support

- €500,000 to establish a business creating at least 5 jobs

Slow Processing and Market Uncertainty


Pedro Portugal Gaspar, AIMA's president, confirmed that processing has resumed but warned of limited capacity. Lawyer Tatiana Kazan emphasized that many investors acted in good faith before the 2023 rule change, only to face long delays.

Despite frustrations, Portugal remains a top choice for investors due to its strategic location, EU residency benefits, and diversified investment routes.
