Tbilisi Ranked Among Top 50 Safest Cities in the World

The CEOWORLD magazine has released its 2025 global safety ranking, listing 300 cities worldwide. Rankings were based on crime levels, police efficiency, citizens’ sense of security, and overall social stability. Scores ranged from 97.73 to 53.49.

Abu Dhabi topped the list with 97.73 points, followed by Taipei (Taiwan) and Doha (Qatar). The top five also included Ajman and Dubai, making four of the top five cities part of the UAE. The sixth and seventh spots were taken by Ras Al Khaimah (UAE) and Muscat (Oman). The first European city appears at #8 — The Hague (Netherlands), followed by Bern (Switzerland) and Munich (Germany).



The second tier, starting from #11, included Trondheim (Norway), Ljubljana (Slovenia), Groningen (Netherlands), and Zagreb (Croatia). Hong Kong ranked 15th, Yerevan (Armenia) 16th. Other top-ranking cities included Eindhoven, Quebec, Cluj-Napoca, and Zurich.

In the third group (21–30), cities like Tallinn, Chiang Mai, Singapore, Basel, Tokyo, Reykjavik, Seoul, and Prague appeared, with scores below 94 but still considered very safe. Helsinki scored a strong 93. Merida (Mexico) made a surprise appearance at #30 — a colonial city founded in 1542 with deep Mayan roots.



At #32, Tbilisi (Georgia) stood out as one of the safest cities globally, known for its rich heritage, historic sites, warm hospitality, and natural beauty. It outperformed cities like Warsaw, Brno, Copenhagen, and Oakville.

Moscow and St. Petersburg ranked in the 100s

Lviv, Riga, Belgrade, Sofia, and Tirana landed between #100–150, scoring between 82–77

Cities with the lowest scores included Houston, Buenos Aires, Birmingham, Atlanta, Surrey, Manila, and Coventry, with Chicago finishing last (#300) at 53.49 — more than 44 points behind Abu Dhabi.
