New Entry Rules for Indonesia: Foreign Travelers Must Complete Online Declaration

Indonesia has changed its entry requirements for international passengers, reports TTR Weekly. Starting August 18, 2025, travelers are required to complete an online arrival form in advance, which integrates customs, immigration, and health information. The new system is designed to speed up border control and replace paper-based declarations.
The All Indonesia platform is available at allindonesia.imigrasi.go.id and via a mobile app. It serves as a single channel to transmit data simultaneously to immigration authorities, customs, the Ministry of Health, and quarantine control. In one form, passengers must provide personal and flight details, along with declarations of goods they are bringing into the country — including cash, electronics, food, plants, and other regulated items.
Once submitted, the system generates a personal QR code confirming the declaration. This code must be shown at border control upon arrival. Authorities recommend saving it offline, as airport internet connections may be unstable.
The form must be completed by all international travelers, regardless of nationality, at least three days prior to departure. The process is free of charge, takes only a few minutes, and does not require intermediaries or service fees.
The declaration only applies to border control and does not replace visa requirements. Foreign citizens must still obtain a visa on arrival or another type of entry permit depending on the purpose of their trip. Authorities expect the system to shorten queues, improve traveler experience, and enhance food and health safety by integrating checks on controlled goods such as animals, plants, and derivatives.
Thai Lion Air informed passengers in advance, stressing that All Indonesia replaces the need for a separate electronic customs declaration (e-CD).
This reform comes after other tightening measures. In May 2025, authorities restricted
visa extension rules, requiring personal visits to immigration offices with photo capture and interviews, citing rising violations and irresponsible guarantors. Over 2,200 administrative offenses were recorded in January–April 2025 alone — up 36.7% year-on-year.
Overall, Indonesia is strengthening oversight of foreigners, including tourists, migrants, and investors. Non-compliance can result in fines, deportation, or even imprisonment, making it crucial for travelers to stay updated on the latest requirements.
