In the first ten months of 2025, Vietnam’s capital recorded 28.22 million tourists, up 21.9% compared to the same period last year. Hanoi is steadily approaching its annual targets through an active promotional program, focusing particularly on China and India, while embracing digital transformation in tourism management and marketing.
According to the Hanoi Department of Tourism , the city’s total tourism revenue reached 108.22 trillion VND (US$4.1 billion) — a 19.8% increase year-on-year. International arrivals rose 23.6% to 6.17 million, while domestic trips increased 5.3% to 22.05 million.
In October 2025 alone, Hanoi welcomed 2.27 million visitors (+8.9%), including 695,000 international tourists (+17.8%) and 1.58 million Vietnamese travelers (+5.3%). Monthly industry revenues grew 11.9%, reaching 9.93 trillion VND (US$377 million).
A New Tourism Strategy for 2025
Earlier, the Hanoi People’s Committee [leech=https://bvhttdl.gov.vn/ha-noi-phan-dau-dat-muc-tieu-don-31-trieu-luot-khach-20250508113335247.htm]approved a tourism stimulation plan for 2025, aiming to welcome 31 million visitors — including 7.5 million international travelers — by the end of December. Total industry revenue is expected to approach 130 trillion VND (US$4.94 billion), supporting the city’s economic growth goal of no less than 8%.
The strategy consists of seven development pillars:
- creating tourism products for both domestic and international markets,
- organizing major cultural and entertainment events,
- promoting education and communications campaigns,
- accelerating digital transformation,
- enhancing security systems,
- developing eco-friendly, comfortable urban spaces.
Among the city’s key activities are festivals, promotional events, and business collaborations designed to increase visitor flow and spending. Particular attention is given to strengthening ties with other capital cities and partner regions that have signed cooperation agreements with Hanoi.
The plan also includes the implementation of smart tourism technologies, such as an intelligent tour guidance system and an online database of the city’s attractions, routes, and services. Artificial Intelligence is already being used to provide personalized recommendations and improve visitor experience.
Expanding Markets and Travel Formats
Hanoi is strengthening cooperation with major online travel agencies such as Agoda, Traveloka, and Booking.com, simplifying trip planning and service booking. As noted by Travel and Tour World [leech=https://www.travelandtourworld.com/news/article/hanoi-sees-more-than-twenty-eight-million-visitors-in-this-year-achieving-ninety-one-percent-of-their-annual-target-with-public-private-partnerships-and-tourism-growth-plans/], local authorities are prioritizing India and China through direct negotiations with tour operators, regional authorities, and media representatives.
Vietnam is also investing in film and digital projects to raise its global profile, while interest from Europe and North America continues to grow—especially for longer, experience-based trips blending cultural and gastronomic tourism.
Hanoi promotes a hybrid model, combining premium tourism with affordable routes, ensuring high occupancy rates and rising visitor spending.
The city is also seeing strong demand for local experiential formats, such as craft workshops and culinary tours. Many tourists prefer to stay in rural homestays and engage in ethnic tourism programs that combine cultural immersion with heritage preservation.
Partnerships and New Routes
Public-private partnerships (PPPs) have become a key factor in Hanoi’s tourism success. These collaborations are helping develop new tourism products and modernize infrastructure, including heritage restoration, digital service integration, and international marketing campaigns.
Among the city’s most popular new projects are night tours to historic sites such as the Soc Temple, and community-based tourism initiatives in Yen Xuan commune, where travelers experience ethnic minority culture firsthand. These projects have significantly increased visitor stay duration and boosted local economies.
The Hanoi Tourism Authority is also focusing on developing the wellness segment — including spa programs, yoga tours, retreats, and holistic relaxation packages.
Plans for 2026 aim to deepen international cooperation and expand eco-tourism within the national Visit Vietnam Year framework, emphasizing cultural and natural heritage preservation, sustainable tourism practices, and a stronger contribution to the regional economy.
